Why Public Sector AI Is Stalling and What It Will Take to Scale It Securely

Artificial intelligence holds enormous promise for the public sector and has the ability to address pressing global challenges. From improving citizen services and optimizing resource allocation to strengthening national security and emergency response, AI can fundamentally reshape how governments operate, and current investments into the reflect this. But, we must work to ensure that the innovation and adoption of AI is secure, responsible and trustworthy.
With public sector agencies across North America and globally rapidly adopting AI and machine learning to modernize operations, progress has been uneven especially around data security. For this reason, more often than not, projects are being stalled. In light of this, a 2025 survey found that nearly 79% of public sector organizations cited data security as a primary barrier to AI adoption. The issue isn’t a lack of models or use cases. It’s that many agencies cannot operationalize AI without introducing unacceptable risk to highly sensitive data.
The real barrier is data that can’t be used safely
Public sector datasets are among the most sensitive in existence. They include citizen records, tax and benefits data, geospatial intelligence, public safety reports, and critical infrastructure telemetry — all governed by strict frameworks such as FISMA, FedRAMP, CJIS, and evolving privacy mandates. This creates a structural challenge. To protect privacy, data is often heavily anonymized or siloed. But in doing so, its usefulness is diminished. Models lose signal. Insights weaken. Deployment timelines stretch as compliance reviews intensify.
The result is a familiar set of constraints including AI initiatives delayed by security and privacy approvals, reduced model accuracy due to over-anonymization, limited collaboration across agencies and jurisdictions, and persistent data silos that restrict innovation. In short, the public sector is being forced into a trade-off: protect data or use it effectively. This trade-off is not sustainable and comes with potentially irreparable consequences (financial and reputational). With AI embedded heavily into core public services, the question is shifting from whether to adopt AI to how to do so securely, without compromising performance or compliance.
